Context:  

 

The European Union (EU) and the Government of Viet Nam are working together on a sustainable energy transition in Viet Nam. For this purpose, the EU and the Government of Viet Nam adopted the EU – Viet Nam Sustainable Energy Transition Programme (SETP) on 31 December 2021. The SETP, with an EU grant of EUR 142 million, will be implemented from 2022 to 2027, consisting of budget support of a maximum EUR 121,000,000 and four complementary support measures of up to EUR 21 million. These four complementary projects are: 

 

  1. The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) implemented by Stantec in consortium with Centre for Energy Environment Resources Development (CEERD), Danish Energy Management (DEM) and SNV Netherlands Development Organisation (SNV);
  2. Public Awareness Raising on Renewable Energy and Energy Efficiency in Viet Nam (PAR3E) implemented by OXFAM;
  3. Accelerating Energy Efficiency in Large Industries through Energy Management Systems, System Optimisation and Promotion and Adoption of Energy Efficiency in Small and Medium-sized Enterprises (IEEP) implemented by the United Nations Industrial Development Organisation (UNIDO);
  4. Accelerating Innovative Start-ups for Energy Efficiency (AIS4EE) implemented by the Global Green Growth Institute (GGGI).

 

The SETP continues to support the operation of the Viet Nam Energy Partnership Group (VEPG) consisting of the Government of Viet Nam and its international Development Partners, with the aim to provide a platform to coordinate dialogue, concrete actions, and inputs to fulfil Viet Nam’s vision of its energy transition.

Task description: The VEPG Officer will be based at the EVSET Facility and will perform the following duties and outputs as part of the operation of the VEPG Secretariat activities:

 

  • Act as first point of contact for the VEPG Secretariat and maintain regular liaison with MOIT, VEPG focal points, and key stakeholders.
  • Organise and support meetings, policy dialogues, TWGs and task forces (participants, speakers, agenda, invitations, logistics, translations).
  • Prepare background notes, briefing and speaking points, and ensure coherence of presentations.
  • Draft minutes, key takeaways and reports, integrating stakeholders’ comments.
  • Support the VEPG Technical Team in planning, monitoring and implementing TWGs and task forces, including proposing adjustments where needed.
  • Provide ad-hoc support to EU Delegation, including JETP-related coordination meetings.
  • Support events, media relations and external communications, including press releases, interviews, website and social media visibility (with LC&V Officer).
  • Maintain and update energy data, statistics, and documentation, including DPs mapping and compliance with data protection rules.
  • Support the Facility Team with translations, coordination of meetings, documentation, tools/templates, and retrieval of technical and legal documents.

 

Requirements:  

 

Qualifications and skills:

 

  • At least Bachelor’s degree in Energy Engineering, Environmental Sciences, Sustainable Development, Economics, or another relevant field;
  • Fluency in both written and spoken English is essential; Fluency in both written and spoken Vietnamese is required;
  • Excellent organizational and reporting skills. General experience:
  • At least 5 years of relevant experience in development cooperation activities;
  • Extensive work experience in the Vietnamese public energy sector and Institutions is required;
  • Extensive experience working with various stakeholders, notably Donors, Public Authorities, and international organizations, Foreign Embassies, in a multicultural context is required.
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications. Specific experience:
  • Ability to balance multiple priorities and manage deadlines;
  • Ability to work autonomously;
  • Attention to detail and accuracy;
  • Ability to quickly master complex and unfamiliar subjects;
  • Excellent interpersonal skills and capacity to create and animate a network;
  • High team spirit with the ability to work independently, results-oriented, and self-motivated; Willingness to travel on short trips within Viet Nam.
